I am thrilled to present the 2016 Activity Report of the International Conference on the Great Lakes Region (ICGLR)’s Levy Mwanawasa Regional Centre for Democracy and Good Governance. This Report is a summary of results attained in the fifth year of implementing the Regional Centre’s Strategic Plan of 2012-2016. The achievements are presented against each of the five strategic objectives and the three institutional objectives. The report also presents lessons learnt during the implementation of the 2016 Work Plan and further outlines possible areas of improvement for the Regional Centre to effectively contribute to the successful implementation of the Pact on Security, Stability and Development in the Great Lakes Region.The results attained in 2016 are a clear indication that the Regional Centre is growing and continues to execute its mandate, that of being a scientific and technical organ of the ICGLR. I would like to highlight four main achievements in our key areas of interventions. First, the LMRC carried out in 2016 an assessment of the implementation of the ICGLR Pact on Security, Stability and Development in the Great Lakes Region between 2007 and 2016 following a recommendation of the RIMC in order to inform deliberations and decision of the 10-year Special Summit. The project has been implemented in partnership with the ICGLR Forum of Parliaments through a participatory approach. Second, the Regional Centre organised a “Capacity Building Workshop for ICGLR Member States Parliamentarians on Strengthening
Oversight on Policy Frameworks, Fair Contracts and Revenue Transparency in Natural Resource Governance” from 27th to 28th April 2016 in Nairobi, Kenya. This was in partnership with the ICGLR-Forum of Parliaments with support from ICGLR-GIZ Programme.Third, the Centre conducted and prepared pre-electoral analysis and Election Observation Mission Reports on Uganda’s February 2016, Congo’s March 2016 and Zambia’s August, 2016 referendum and general elections in the framework of its strategic objective related to monitoring and evaluating the implementation of the Pact and Protocols by ICGLR Member States. Forth, the Centre facilitated dialogue between / among different stakeholders on governance reform agenda. Two examples in this regard include, a High Level Panel Discussion on “Democracy, Respect of Human Rights, Security and Development in Africa”
organised in Lusaka, Zambia on 22nd March 2016 in partnership with the Africa and West Asia Programme of International Institute for Democracy and Electoral Assistance (International IDEA) as well as a Webinar on Why SDG 16 matters to the African Great Lakes Region? heldon 4th May 2016 in collaboration with the UNDP Oslo Governance Centre. Finally, I take this opportunity to express our gratitude to ICGLR stakeholders and partners of
the Regional Centre for the continued support. Indeed effective synergy among stakeholders is critical in development especially when dealing with complex issues of governance, conflict prevention and resolution as well as peacebuilding in a region such as the Great Lakes Region.
