I am pleased to present the 2015 Activity Report of the International Conference on the Great Lakes Region’s Levy Mwanawasa Regional Centre for Democracy and Good Governance (ICGLR-LMRC).  This Report is a summary of results attained in the fourth year of implementing the Regional Centre’s Strategic Plan of 2012- 2016.The achievements are presented against each of the five strategic objectives and the three institutional objectives. The report also outlines challenges faced in 2015 and outlines options to addressing them in 2016 and beyond in order for the Regional Centre to effectively contribute to the successful implementation of the Pact on Security, Stability and Development in the Great Lakes Region. The ICGLR-LMRC is mandated to build capacity of key stakeholders on governance processes informed by operational research and analysis. In this regard, the Regional Centre launched the Regional Peer-Learning Platform on Extractive Industry Transparency Initiative (EITI) in the Great Lakes Region on 27th – 29thApril, 2015, in Lusaka, Zambia. The Regional Platform aims at enabling stakeholders on EITI to share experiences and draw lessons learnt so as to accelerate the implementation of the fifth tool of the Regional Initiative on Natural Resources (RINR) in the Great Lakes Region. The setting up of the platform is evidence based as it was
established following the validation by the Regional Committee on Natural Resources on 20th March, 2015 of the findings ofthe situation analysis by the Centre in 2014 on the status of the implementation of the Regional Initiative on Natural Resources (RINR) in the twelve Member States with a focus on the 5th tool (EITI). Let me also mention that in 2015 alone, the Regional Centre produced 8 publications covering research, capacity building and monitoring and evaluation of the implementation of ICGLR Pact and Protocols by Member States. I must note that the results that the Regional Centre boasts of today could not have been attained without the continued support of all ICGLR stakeholders and partners of the Regional Centre.A special thank you goes to the ICGLR Organs, the National Coordination Mechanisms and the Republic of Zambia through the Ministry of Foreign Affairs for the continued support. Our gratitude also goes to our partners, GIZ and European Centre for Development Policy Management (ECDPM) for the technical and financial support. As you will notice in this report, the Regional Centre has intensified in the area of resource mobilisation. Adequate resources are needed for the Regional Centre to play its role effectively, hence its readiness to pursue partnerships with key stakeholders. I wish you a happy and successful 2016.
