Editorial by the Executive Director

I am pleased to present this issue of the Inter-nanal Conference on the Great Lakes Region (ICGLR)’s Levy Mwanawasa Regional Centre for Democracy and Good Governance (LMRC) Capacity Building Bulletin. 

This is an important tool for the LMRC because it will strengthen implementa of its mission which is “to reinforce the capacities of social and political institutions of ICGLR Member States in the areas of Democracy, Good Governance, Human Rights and Civic Education. The objective of the Bulletin is to facilitate beer sharing of informaon, knowledge and experiences generated or compiled by the Centre on Capacity Building.

Indeed, the ICGLR Levy Mwanawasa Regional Centre is a Regional Think Tank established by the Heads of State and Government of ICGLR Member States (namely Angola, Burundi, Central African Republic, Kenya, Democratic Republic of Congo, Republic of Congo, Rwanda, South Sudan, Sudan, Tanzania, Uganda and Zambia) in the Pact on Security, Stability and Development in the Great Lakes Region adopted on 15th December 2006. With its operationalisation in 2011, the LMRC is the scientific and technical body of the ICGLR. Its main intervention cover five areas which complement each other. These are Operational Research and Analysis to inform policy making processes; Training and Capacity Building for Strengthening Governance Processes; Supporting Implementation of ICGLR Pact and Protocols through Monitoring and Evaluation; Facilitating multi-actor Dialogue on Governance Reform Agenda in order to build Consensus on key policy Issues; and Establishing an information Hub on Democracy, Good Governance and Human Rights.

This    issue of the Bulletin focuses on the launching of the ICGLR Peer Learning Platform on the Extrace Industries Transparency Inve (EITI) which took place during an Event and Workshop organised in Lusaka, Zambia, from 27th - 29th April 2015 with the support of  ICGLR - GIZ Programme. This was an important event as the EITI is on of the six tools of the Regional Initiative on the Natural Resources (RINR) adopted by the ICGLR Special Summit of Heads of State and Government in Lusaka, on 15th December 2010, in order to implement the Protocol against illegal exploitan of Natural Resources which is one of the ten Protocols contained in the Pact on Security, Stability and Development in the Great Lakes Region. The three day workshop gave opportunity to the stakeholders from ICGLR Member States and represeng Governments, Civil Society Organisations and Chambers of Mines for  dialogue and debate on critical issues regarding the implementation of the EITI in the governance of natural resources in the Region.  We  thank all participants  for  their relevant contributions through sharing respective experiences and lessons learned as well as ICGLR – GIZ Programme for its support.

Lastly, I would like to let our esteemed readers know that all contributions to Capacity Building issues are welcome and that the LMRC will facilitate disseminate those valued contributions to all key stakeholders through this Bulletin.
